If the quarterback back passes the ball you can’t hit him unless it’s literally leaving his hands but usually with follow with a roughing the passer penalty called on defense

That rule is in place to protect players. You don’t necessarily have to wait for him to catch the ball just don’t murder him. You can make a play on the ball or disrupt the catch but players aren’t allowed to murder the receiver before he gets a chance to catch the ball
