If they can choose to ignore PI's and "let them play" then they can judge the severity of contact. One of those rules is that the refs can touch you for a couple reasons (like breaking up a fight) but you can absolutely not touch them. Violating that rule is an automatic ejection. It's kinda like cops. They can touch you if they have cause, but it you do something back you're going to jail.
