Less incentive to tank sure, but look what the lottery is doing to teams like Arizona, Buffalo and Vancouver who have been legitimately bad teams for the last 3 seasons and haven't picked in the top 3 once in the past 2 drafts. Last year proved that this lottery is a broken system with NJ & Philly making the playoffs and Dallas out of a wild card by 3 points, meanwhile the bottom seeders hadn't progressed anywhere. They need a system where you average points of the bottom 3 teams past 3 season point totals and award picks 1-3 by whoever has the least amount of points averaged in those seasons. That way the legitimately bad teams get the picks that will allow them to actually progress and distribute the top talents in the drafts accordingly.
