Obrigado Carl, Duarte and Carolina! I purchased a property in Porto in May of 2023 on my second visit to Portugal following 2022 visit. I signed my promissory note and paid my first off-plan payment on May 10th in Porto and notarized it there. Also, just on the 10th of November paid my second Reinforcement payment. I was somehow relieved 😌 today hearing Duarte Cruz presented the first proposition being considered by the government as applicable to October 10th intention of interest to move to Portugal with promissory note of purchase. I was so agonized by all the news for last few weeks. I hope this would work for lot of us as I was baby stepping applying for my D7 visa.🙏

About the point on having Residence permit before December 31st, wouldn’t that apply to EU citizens also?

Brilliant news! I take it that as a first time Portuguese property purchaser in July 2023 who was planning on coming to live full time & going NHR from 2026 this would be an option, but would now need to be completed by the end of 2024? You don't need to have started a visa or NHR application already to be eligible ?

hopefully those that have had their VSF appointment just after 10 October and hope to get visa in early jan 24 won't be cut out at the last minute .

So as someone who purchased a property in June 2023 in Algarve. Sold everything in UK and gained D7 visas - awaiting residence cards after final approval on Nov 6 - I have time to gain NHR??

Thanks Carl - and kudos to your guests for bringing the latest info. For us, even though we “qualify” in the 2nd group - since our discovery trip was completely disrupted and re-planned due to the ill-planned announcement, (I mean one would think it logically follows if you are qualified to run a country you are qualified to make a simple announcement complete with mitigations rather than running ahead and creating a panic with potentially disastrous financial implications.) Consequently, we assessed the ‘stability’ of the government & took a more skeptical look at Portugal as a retirement destination. We’ve evaluated other European countries with far greater infrastructure & overall merit for us which demand far less ‘proof’ of our value or humanity on the way in the door. The whole ordeal really scorched the Portuguese britches for us. My husband says we may visit on vacay - not sure I care to ever return it left such a foul taste for me - there are many places that welcome kind, local language speaking, polite US Expats with open arms & this def does not feel like one of them anymore.

@@maisiepoot5574 Hi Ada - I’ll go one better & tell you our process : ) Our dream started with ‘since we’ve traveled everywhere in the US we want to see, where else do you want to go?’ Then ‘out of those places are there any you would want to live?’ Between my hubby & I. From these discussions I started making a spreadsheet that included the things we love about where we live now and what does not work for us. It included items like climate, hours of sunlight, culture, Global Peace Index, stability of Govt, taxes, healthcare, rain/snow, availability of fresh food and a lot of other things. I spent about 4 yrs researching as I retired before he did ~ so as he retired & PT changed their tax regime, we had a prioritized list of locations in hand that work for us based on what we are seeking. I think it is highly individualized depending on your lifestyle, expectations & income level in retirement. E.g. for some Switzerland is a very nice option; others really love Italy. It’s a range and really just depends on what you are seeking.

Thanks for the excellent presentation that clearly explains PS's proposal :) I have a couple of questions that I would kindly ask you to reply as those could be useful for a lot of people, applying for RNH. Question 1: Is it correct to state that option 2.B (Residence approval) does fall within PS proposal as it is possible to apply for a NIF (fiscal code) linked to a PT address "right now" and be therefore fiscal resident in the country by 2023? This of course implies to be a EU citizen (no need for SEF approval as takes months), having registered a rental contract and having applied for for a residence permit to Camera Municipal? Question 2: Is it therefore correct to say that would be sufficient, for option 2.A, having an employment contract being signed within 2023 for a job starting before the end of 2024? If so, would the employment contract need to be certified through a registered letter or a notary certification? I hope this will be approved as it would simplify life to people, living far from Portugal, that would have otherwise to rush the move to PT. I am already an RNH resident, trying to understand what is best for my son, coming to PT from Australia with an employment contract starting on the first quarter of 2024 :)

Wow, so I have a rent agreement for Oct 1, but it was not registered with tax authorities, so I guess I am screwed. How stupid, who even registers their rent agreement with tax authorities? I have applied for my Digital Nomad visa, so I guess I can at least use that.
