It's not just a place of vacation, it's the 6th largest city in France, it's mainly a place where people live. There are sandy beaches around (Antibes, Cannes), but I personally prefer pebble beaches, it's more convenient to have lunch on the beach and go back to work without being dirty :)

Same logic as when you ask an englishman/woman about the weather, they would say they prefer the kind of gloomy miserable weather that they have because no need to worry about being sunburnt. As for asking an average person, when they talk about beaches, usually they would think of a golden/white sandy beach. Also a vacation spot doesn't preclude the local people to live there as well, unless it's a teeny place like St. Tropez. Even Cannes famous in the international film world, is actually a charming little town. I've been there, and btw, the beach there is also pebbly.

No sand in the car, no sand when you get home, no sand on your clothes when you go back to work. Most of the year people walk around with trainers on Nice beach, so yes you can ask any Nicois, they don't want sand :) If you live in a coastal city, you will know that sand is not very practical. It's good for tourists who like to lay around all day, but that's it. And if some Britons prefer the gloomy weather… good for them. Someone who doesn't think like you is necessarily wrong, isn't it? Well, I live here, but you probably know better than me :) You can check, Cannes has sandy beaches.
