Then, given DT64 was an east german youth radio station and the lyrics turn up nothing, it's safe to assume this was a fairly unknown band from east germany who got some airplay on the local radio station. Now we just need some one who is familiar with music from '85 to '93 from around eastern germany.

"rec from Radiostation DT64 Hard´n´Heavy" DT64 hasn't existed since 1993 (wiki Sputnik radio station) Given the quality of the sound and the style of music it's probably recorded late 80's early 90's. That should narrow down a good number of the modern bands that have been named in this comment section so far.
