Punish them Good and Proper. Driving Ban for 6 months and a £1000.00 fine, no ifs and no buts. It is absolutely Ridiculous that this is happening, and Must be stopped. Really infuriating.

The only way to STOP it is to take the phone from them and the vehicle and crush them a bit harsh but think of all those people who have lost their lives

I see pedestrians cross the street on Red Lights, totally focussed on their phones, and if a vehicle honks at them, they demand pedestrians have the right of way, so it's not their fault.

You should probably start looking closer to home for law breakers, in our own house. Norfolk are becoming rapidly infamous online for their disgusting behaviour.
