I really don't think Norma created a monster. I mean of course she is totally fucked up, had been through a lot, can be a little possessive over Norman, but in general she is usually just trying to take care his son. From the middle of season 1 she starts to incentivate him doing normal stuff. She is worried that he is always envolved with stuffed animals and visiting Ms. Blaire greveyard constantly. She advises him to go out with Emma, have fun and so on. I don't think she is that bad, nor that this "justifies" why he's turning into a psychopath having a mental disorder with multiple identities. She is just fucked up because of everything she has suffered in life, but all things considered she is trying to take care of her child. Norman on the other hand is a fucked up kid that had gotten in the middle of all this mess and became traumatized hence developing this psycopathy. However, I do think he needs to be in a institution having intense teraphy
