They're rural farmers. Look at US native reservations, it's way, way worse. Some have houses made of scrap and live in poverty because half their population is unemployed. Like actually barely liveable. Look at south korea rural villages and they're worse off. Makes sense since south korea's economy is mostly tech and industry while north korea is still passing agriculture reforms. North korea's rural side is pretty typical asian lifestyle, honestly. Look at indonesia, malaysia, india, thailand, vietnam, bangladesh, etc.
