North Page Avenue Two Alarm House Fire, Town of Union (NY)

Two Alarm House Fire on the 300 Block of North Page Avenue in the Town of Union, New York
On November 6th, at approximately 06:57 a.m. Eastern Standard Time, the Endicott Fire Department was dispatched to the intersection of North Page Avenue and West Franklin Street at the Village of Endicott boundary for a reported house fire. Quint 25 and Squad 25 responded to and arrived on scene within minutes of the initial dispatch, observing significant fire flowing out from a second floor window. A second alarm assignment was subsequently requested. As of about 08:00 a.m., the fire had been completely extinguished.
The residence was soon determined to be in the West Endicott Fire District, in the Town of Union, instead of the Village of Endicott. It is presumed that the Endicott Fire Department was primarily dispatched at first as opposed to the West Endicott Fire Department due to the uncertainty of the exact address of the incident.
On-duty Endicott Fire Department personnel were assisted by off-duty EFD personnel, the West Endicott Fire Department, the West Corners Fire Department, the Vestal Fire Department, the Endwell Fire Department, the Union Center Fire Department, the Union Volunteer Emergency Squad, the Endicott Police Department, the New York State Police, and the Broome County Office of Emergency Services.

Kudos to multiple jurisdictions of law enforcement responding & working together. We were always thankful & grateful for their presence and just when you needed them as not all homeowners were cooperative. I pounded on a door one day to tell them to get out and received a 1 finger salute & the door slammed in my face.

Why do firefighters cut holes in the roof of a building on fire? This is called "venting the roof". There are two basic reasons for this practice. Dangerous superheated gases and dark smoke accumulate in a burning building. Unlike the movie versions of fires, it is impossible for firefighters to see in such an environment or for victims to survive. When a hole is made in the roof, and the building is “vented,” the smoke and gases escape because heat and smoke rise. It increases the victim’s chance for survival and makes it much easier for the firefighters in the building to see. It also reduces the possibilities of backdraft (explosion) and flashover - two very dangerous conditions for firefighters inside the building. Another reason for venting the roof is to see how far the fire has progressed. One of the fastest avenues through which fires spread is the attic. Heat and smoke rise into the attic where the fire can move quickly. Firefighters may go ahead of the fire on a roof and cut holes to access the attic to stop the fire from spreading through the attic.

Great video. I'm not from NY, but I have FF family in the Poughkeepsie area and I have an idea about fire districts, villages, etc. Was there an issue with Endicott responding out of the village and into West Endicott's district?

It wasn't an issue, rather, it's encouraged. Due to West Endicott's geographic size and population, they are incredibly short on volunteers and were even on the verge of being closed down at one point. Due to this, they receive automatic mutual aid from Endicott for fires and whatnot.

In addition, subdivision 34-a of Criminal Procedure Law 1.20 defines the “geographical area of employment” of a police officer employed by a state agency as “New York State”. Meaning that State Police Officers maintain their jurisdiction throughout all of New York State including the five boroughs of New York City.

If people were wondering about the NYS Trooper being there, that is because the house was on the border of a town/village line, where the village (Endicott) has its own police department and the town (Union) does not. The house was in the town. In NYS, if a municipality does not have its own police agency it is covered by the State Police and county sheriff. Only one county (outside of the five in NYC) sheriff's office does not do road patrol, so in that county it is the responsibility of the NYSP if a municipality does not have its own police department.

@@daveadler6112 Sounds like in Pennsylvania, except our sheriff's are primarily for court security and carrying out court orders. Recently, the PSP established a means test (to prevent small towns from dumping to policing on the PSP just to save money), so some areas will contract out policing to one of their neighbors instead.

Great stop by the first due Eng & Truck ! Looks like they went with fast water and did a hell of a job knocking down the fire on there own ! I'm assuming the truck had a light crew ? Reason I say that is the Interior team went right to work and the truck was basically useless after that which is fine if your short on manpower. The truck I assume is a quint of some kind because they seemed more concerned with a water supply then Truck work ! Which I personally don't like because I've been there , my dept had one also. I would still prefer one or the other but you have to work with what you have and they did a Awesome job doing just that... im not sure why they were cutting the roof so late in the fire or for what reason that was but im sure they had one... All in All Great Job Fellas and awesome work by the 2 first due rigs going right to the fire and knocking it down...Great save and great work ! Nice to see !!

This 1st, 2nd, 3rd alarm system is strange. In Europe and the UK most types of incident have a (PDA pre determined attendance). The crew manager of the first appliance on scene makes an assessment of what additional resources are required and informs control, for example " make pumps 3 and aerials 1 " Should a shift or station manager be despatched they will decide on and if further appliances are required. Seems so much easier to request only the resources needed.

Sometimes you gotta expect the unexpected so we in us use alarms 🚨 instead and get all the resources we need by using it and then request different things as needed.

Few people really know what it means when they hear about a six-alarm fire. And different fire departments have different guidelines. The Louisville Fire Department catagorizes the fires by the number of firefighters sent to fight the blaze, said LFD spokesman Capt. Sal Melendez One-alarm fire (called a box alarm by LFD): 20 firefighters (five four-person units) and two members of command staff; three pumper trucks and two other trucks. Two-alarm fire: 40 firefighters and four members of comand staff; double the trucks. Three-alarm fire: 60 firefighters, six from command staff. Four-alarm fire: 80 plus eight. Five-alarm fire: 100 plus 10 Six-alarm fire: 120 plus 12 (though by this time the LFD is prepared to dispatch just about everyone and call in other districts).

Every fire is different. Let's take this fire seems you have one or two rooms on fire you get up there and put it out right. Now what if some one changed the house and it's in the walls and suddenly the wind from hell picks up and now the house next door is on fire now you need more resources than you came with hinch the alarms. Two alarm fire vs a five alarm.

The "alarm system" is a method of staggering your response based on need and experience. Where I live and work, we have the initial alarm, a "working fire dispatch," which sends additional equipment to support the initial response, then 2nd, 3rd, 4th alarms. In the more urban areas, your higher alarms are mostly for manpower to relieve the original firefighters, but in the rural farm areas, the 3rd and 4th alarms may be tankers to secure a water supply where hydrants don't exist. As I said in the beginning, alarm responses aren't set in stone and can be changed as calls are reviewed.

Broome County works by three programmed alarm levels: initial response is a “first alarm”, first level of additional resources is a second alarm, next is third. Additional resources can be requested by incident command depending on the nature of the incident. Broome County is a mostly volunteer area, staffing has become increasingly challenging over the years. Our biggest challenge is manpower even under the best circumstances.

I have asked this before, on other channels, but no one answers me, what does it mean when trucks are setting fighting a fire, 😢 And they blow horns. I hear a single blow, and other times, trucks use a series of blows. Please will someone answer my question? Thank you.

In the event there's a need for the firefighters inside to evacuate the building, a notification will be put out over the radios to do so. Sometimes, the firefighters inside the building cannot hear their radios so the trucks outside will send three long horn blasts to signal to those inside to evacuate. In short, it just tells the firefighters inside to evacuate the building. I hope this answer could help.

I'm curious... I understand the venting process and why it is done... but in this case, it seemed the fire was knocked down and there was no longer any smoke coming from the building. Why cut a hole in the roof? When they did, no smoke came out. There certainly were not "super heated gases" at that point. It seems to me (granted I'm just watching a video) their efforts would have been better used getting a couple of fans in the building to clear out any residual smoke. It even looked like the crew that were fighting the fire were now all standing around watching the guys cut the hole in the roof. Seems unnecessary at that point.

A hole was cut to check if the fire had extended into the attic space and how far. The back third of the building is an extension, the attic layout is complicated and tight. With the conditions inside the building there was no way to evaluate what was going on in the attic from inside the structure.

At 2:50, the fire-fighter was carrying what might be a bucket of wrenches so that he could open up that fire hydrant. It's lucky he didn't fall face first into that hydrant. It appears that he tripped when the toe of his boot and/or foot hit the edge of the street curbing that was covered by the fallen tree leaves. The community street cleaning guys/gals would be cleaning up those leaves at some point in time. It would have helped if the home owner at that corner could at least tidy up that batch of fallen leaves before the street cleaners would have come around and cleaned up that "hidden curb" at the storm-drain street hazard.

Limited personnel, this department only has 4-6 members on at any given time, split across 2 apparatus. In this video, 1 firefighter can be seen establishing the water supply and operating the pumps, 1 firefighter is seen operating as incident commander, 2 firefighters are seen making entry to the residence (presumably for a primary search), and 1 firefighter can be seen pulling and flaking hose lines. Also, water hits the fire by 1:36. While it has been some time since this fire and I've since forgotten some of the details, we can reasonably presume that the primary search was prioritized.

The fire occurred in an area that's covered primarily by NYSP/Sheriff's Office. The reason why the local police were there is because the call was initially thought to have been in their jurisdiction, when in reality it was just outside of such.

Who messed up the dispatch for Endicott? West Endicott station is exactly one block from that house. Ooops. At least they still got it knocked down quickly though.

The intersection at which the incident happened at is right on the Village of Endicott and West Endicott border. Fire department coverage is dictated more so by municipalities rather than distance. The "improperly dispatched (at the fault of no one)" theory is just speculation by me, not so much something that was confirmed by officials.

It was not messed up. West Endicott (volunteer) and West Corners (volunteer) were dispatched first as it is in West Endicott's coverage area, and West Corners is automatic mutual-aid. West Endicott's command requested a 2nd alarm, which added Endicott (career), Endwell (volunteer), and Vestal (volunteer).

The line between the village and West Endicott runs right down the middle of the street. The house is on the West Endicott side and the neighbor who dialed 9-1-1 is across the street in the Village. The dispatcher dispatched the department from the callers district. It happens more often than you think. It’s not a big deal.

I assume you're referring to around 12:10. I don't believe they were "fighting" over territory, in actuality I believe he was just legitimately inquiring as to who/where incident command was. Other than that, I didn't observe any actual fights over territory.

I think I counted 7 white helmets…that’s as many as the FDNY sends. I’m not surprised there was confusion to where the IC was.

@@mikehoysler4322 I believe the confusion arose from the fact that the first arriving department was incorrectly dispatched at first, at the fault of no one. The high count of white helmets is just from chief officers responding from the mutual aid departments, it’s just how things flow here.

The fire was in an area covered by the State Police and the sheriff (response is whoever is closest)... the side of the street the camera person was on is in the village that is covered by the local PD you see. So yep, the SP was necessary. :)

There’s a volunteer firehouse very close to the scene, hence why so many cars are passing through.

In the UK using the high pressure hose reels and onboard tank firefighters would have water on the fire in under a minute. Meanwhile suction would be run out to the nearest hydrant and dry lines to the house. BTW what is this American obsession with poking holes in peoples roofs. Fans will disperse any smoke logging and the loft area can be checked internally with a thermal imager for any signs of fire spread.

With fire being on the second floor and possibly extension into the walls it would run from the basement to the roofline you put a hole in the roof to evaporate the smoke more quicker rather than blowing a fan which could possibly light the whole house on fire if there is still extension and fire that they do not know about Until they complete overhaul assessment is done that’s the reason for the hole in the roof and clearly as you can see the smoke is coming from the roofline which means that there’s smoke in the attic the best way to clear the smoke out of the attic is by putting a hole in the roof

Why do American firefighters cut holes in roofs? By opening a large hole in the roof heat and smoke can quickly be removed from the structure. This rapidly improves conditions inside the building, hastening fire suppression.

Building construction is different in the US. Buildings in Europe and the UK feature a much more compartmentalized constructing limiting the ability of the fire to spread. Houses in Broome County are in many cases almost 100 years old and feature something called “balloon construction”. This allows for easy fire extension far from the source of the fire. It’s just what we have to work with.

The whole area is a chronic flood zone and drug neighborhood. Urban renewal. Someday it will be a pocket park or a community garden after the owner "lets it go for taxes".

@@JB91710 The damage to the roof was the least of the issues with the building. It was in a condemned state prior to the fire (posted on the front door). The roof was also vented off a roof ladder, a common practice. And, please note, the roof was opened to check for extension, ie, hidden fire in void spaces.
