The truck was heading from Fairbanks to Prudhoe, going north down Atigun Pass (Brooks Range). The Sag River is about 2 hours north of Atigun Pass.

If you're referring to the last two wheels/axles, that is called a booster and it helps distribute weight. Once connected with hydraulic cylinders to the other trailer, the front portion comes up a little to help take the burden off the other axles.
