Supposedly, Alastor's past victims when he was alive weren't exactly the best people either. So, chances are, he might have encountered a few of his old victims in Hell. I can only imagine how terrifying it'd be to be one of them and see your killer just standing there, looking at you and smiling.

@@AZDfox issue here is, rank hierarchy ≠ power level, for example, charlie having trouble against a normal sinner, who's 4 tiers below her on the hell hierarchy, and she's genuinely terrified of alastor who's 3 tiers below her. alastor is an overlord because that's implied to be the highest you can get to as a mortal soul/sinner, the 4 tiers above overlord are all special type of demons such as the ars goetia (which as name implies, only the goetia demons can be in this rank) and the seven sins (something that lucifer was once a part of according to real life lore) and lucifer's family. alastor was also stated in the show to be one of the most powerful being in all of hell's history, and having 80+ demons stronger than you does not make you one of the strongest. alastor was also implied to be abnormally strong among the overlords as the first day he got demon power, he murked at least 2 overlords and possibly took their power (as vaggie said toggle overlords, in plural) so saying he's only an overlord is a massive understatement

I feel like she could be the strongest if she acted on aggression with fighting but we know charlie, she doesn't.

The hierarchy is specifically based on power, and going beyond that angels hold dominion over all demons and as such are always more powerful than demons(Lucifer, Charlie's biological father, is an angel). Charlie is actually not genuinely terrified of Alastor, but rather apprehensive of what he'll do to her friends. She knows how strong he is and chose to slam the door shut in his face and then let him in even when she was told not to by Vaggie who WAS genuinely terrified. She knows her place and knows she could deal with him if she needed to, but he could effortlessly take out Vaggie and Angel Dust so she needs to be careful. Charlie was not having trouble against a normal sinner, she was engaged in a fistfight with that sinner and left the fight with nothing more than ruffled hair and a damaged suit. That sinner was in its demon form easily going all out, whilst Charlie was not in hers. Just because she lacked skill in hand-to-hand combat does not mean she wouldn't be able to effortlessly destroy Katie if she wanted. Alastor is stated to be one of the most powerful beings hell has ever seen, and when hell has seen billions of beings minimum, being in the top 100 does in fact make you one of the most powerful ever. Alastor was not implied to be abnormally strong amongst the overlords, he was specifically stated to possess powers never held by mortals before(which all overlords are), thus easily making him the strongest overlord in history(at least at the time of his arrival). Important to note the powers he possesses were stated to have never been held by MORTALS, not demons, meaning the demons higher up in the heirarchy are implied to also possess these powers.
