In South Africa when you put 'shame' in a sentence like the lady did, it's either a compliment or out of sympathy... It's not with bad or hurt intent For an example in South Africa when you hurt yourself accidentally they'll say "shame sorry" meaning they empathize with you. Another example: they see something or someone beautiful, they'll say "it's beautiful shame", "she's beautiful shame"...
