You should feel lucky mate as i dropped 14k on two banners by equality and got only one ex sasuke and lb, i had to buy the five tickets for each and got only one lb for naruto ... so basically in this game either you select one unit and drop 10 to 15k to max it or play with ⚽ ⚽

Chief has better rates, but the last units are new meta. If you don’t care about the new meta you can definitely summon on chief banner, but I’ll say go for new units because the last units are way OP in the game right now.
