Yes but if you spent your shinobite intelligently you can have good characters like me I only spent 35 dollars in my account and I have good characters

its pay to win but u can still get good items character etc without spending but it takes time tho i havent spend anything in the game and i barely play it but ive been playing it for a year now and my strongest char is adult sasuke with A+ with multiple B+ characters so you probably dont need to spend but its definitely a great help
