Because His new EX has Self Revival + Anti Revival/ Insta Cast in f4 (all dead). His new 4* got ignored resistances & with Kawaki as an Evasion follow up jutsu, he is at no.4.

Tbh, I don't think there will be any part 2 Characters (because half year Anniversaries don't usually have that, exception being 4.5 Anniversary). But if I am wrong, then my guess would be Kaguya & So6p Madara rekit

Baryon is pretty bad tbh, i have his kit at lb 3 and 8 ult, but my kawaki with lb 2 and 15 ult (only new lb and new four star) still does better, baryon rlly needs a new ult (i dont spam ult) I also have 20-Naruto in lb 3 and 8 ult but i also have trouble playing with him, he lacks s, and his jutsus dont really combo up that well Sasuke and Boruto would be higher in this list imho, because they provide better control, and has better ult (but boruto's new ult works like Madara v1 second ult where u cant be hit by it if ur knocked down) but its still good cause his jutsus are really deadly and provides lots of and room escapes Sasuke on the other hand is only better on higher investment, and needs skill to play also, imo edo madara should be lower, unless his ult is below 15, ur not using him edit/side note: even if ur using eva with kawaki, you still have to get 45% eva which is more than what a normal unit demands, this means your gonna be losing lots of stat opportunity with him (and even with the new tools that gives eva, the point stilk stands)

He will be ok, but then you would need a new ex ult at High level to make up for that loss

without the new lb, he's mid, to compensate your gonna be needing to spam ult every floor, and would mostly demand the newer ex ult

Naruto gives so much better comfortability and control but sasuke's ult is WAYY better since its 1, faster 2, revival regardless of bar 3, the lingering effect does hit hard Also, sasuke doesnt demand his older LB to be usable, without naruto's older Lb Klm on his prime edit: well this can be fixed if u use baryon's spin as follow up for defence shred, but ur losing on so much nuke damage and control (along with ease of play) without his older lb, infact with his new four star and old lb, he can still be competitive
