Fan Railer Are these metros? If these are, why these vehicles dont run underfloor like other metros? Railvehicles, that run on surface, this is not metro. It is commuter.

they do this is just an elevated and ground level Subway portion in NYC's subway system. (or Metro as the way Europe says it)
