Let's see, tell me if my guess is correct. These are essentially the ghosts of dinosaurs, and people are being lured in and used as sacrificial offerings to keep them appeased, correct?

Something to that effect. Every, I think seven years, a group of people is lured in to keep the dinos in the pocket biome appeased. I think is what I read elsewhere. Thus also why they tell people to lock the gate behind them. Since your character doesn't, one can now infer the raptors, dilos, and Rex can get out.
