It's been over a month and I'm still not sure what triggers this event. All I know is it seems to happen after clearing all chapter 1s and is guaranteed to happen once your save file exceeds 80 hours.

I had it happen in the Brightlands, near the town where Eir's Apthecaries were killed.

I'm not sure if it triggers after a specific point, but I want to say that it's random, either way. I'd probably call the situation... worldbuilding? It doesn't do anything, but you'll learn why it's happening later on.
