The passenger side I could only get one of the foam tapes connected, any idea what this foam tape provides?

It's to help keep it from rattling against things.

This is VB chassis WRX only (2022+).

did you have ti disconnect the battery?

It's best practice to do it but I I didn't feel there was much risk of anything going wrong so I did not disconnect the battery.
