I already have 10/10 (also first) and, you dont need to arrest people to have the badges, just respond to a call and the badge will spawn. For example, jewel rob, you can see badges inside. Cashier, you can see badges next to it. Atm, you can see badges next to it.

I was in a matchmaking server and there were some nice people who kept committing jewelry robberies and all the cops were there and it was basically like a badge farm I've got 10/10 badges because of that. people can be so helpful!

I got it done in about a hour of the update, Without arresting anyone. is just a race to the calls for badges. P.S You get badges for anything that gives E.P Exempt, Patrolling.

What I did was I got a alt and broke 2 cash registers and did the j store robbery 2 times which equals 10 (it took like 5 min)

Heads up an easier way is to use alt account and meet up with ur main and do as many robberies then arrest ur alt
