The meeting from the Officials Institute aired on August 10, 2023 and was once again hosted by Chairman of the Board, Joshua Schroeder. The topic of the meeting was See The Whole Play, Start Develop Finish. The discussion and videos of this meeting focus on how to understand a play and analyze what happens from the start all the way to its finish. Letting a play develop into a successful play for the offense and refraining from a whistle on initial contact helps to promote a better flow to the game. If we see the whole play with a start develop finish mindset, we as officials can help the game be played in a better way for everyone involved.
Officials Institute holds monthly meetings the second Thursday of every month with the intentions of providing instruction for basketball officials and help everyone to get better, Watching and discussing videos in a group helps bring awareness to the rules of basketball by providing a platform for attendees to receive instant feedback from fellow officials. Asking questions while analyzing video is a valuable learning tool and by giving repetitive looks at the same play increases retention of rules and philosophies of rules. All videos shown are actual high school basketball videos.

0:00 - Intro
1:29 - Ball is stolen but as a defender tries to get the ball back, falls and gets tangled into the legs of his opponent. If we see the whole play and how it starts develops and finishes, do we think this contact affected the play?
8:23 - Similar play with a stolen ball and a player attempting to steal the ball back but contacting the dribbler from behind. How was this play impacted?
14:33 - Drive to the basket is met with a bump from the defender. Was the defender legal? After seeing the whole play, does the contact even matter?
18:26 - Dribbler and defender collide as they run down the court and the dribbler loses the ball. Anything?
20:19 - Drive down the lane and bodies falling on the ground because of contact from the defender. The ball goes into the basket and no whistle is blown. Watch this play and see one was needed.
23:08 - This official watched this play as the dribbler gets ridden all the way to the basket but only blows his whistle when unable to get off a clean shot.
26:11 - Post play with an unsuccessful pass that goes out of bounds. One official has a foul and the other an out of bounds. Which do you think was right?
30:51 - No whistle on several shots at the basket but then a foul called when two players dive for a ball. Was the official correct or should there have been nothing?
35:13 - Great example of an official allowing play to happen with no whistle needed.
36:59 - A lot of contact on a play at the basket with no whistle. If we watch from start develop to finish and see the whole play, a no call is probably the best call.
40:59 - Player drives into the lane then passes to an open teammate only to have play stopped by a whistle. Should this have been a foul or no?
46:44 - BONUS CLIP on a last second shot at the end of an overtime period.

Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.
