They preferred just making shit up and it's a lot harder to keep a game built around curated experiences going with complete anarchy. For all we know though they're just fuckin with us 🤷

Have you noticed that throughout the whole series, when Sam goes to say something, Trevor will interrupt and take his idea but with dofferent wording? Go back and look for it.
