It can be happened if your filter cartridge is too old. I think buy a new cartridge is better solution for you. otherwise, you can follow this video or use lemon water(3 lemons mix with water) and sink the cartridge for 24 hours. This may help you to clean your filter properly.

As far as I know, Without any type of acid, you won't be able to clean the filter properly. If you use acid it will be easy to clean as new. Otherwise, you can use lemon. mix lemon with water and then Dip it in lemon water. It will be better solution without using powerful acid. Lemon is also acid but it is not powerful. Thanks.

You can use soda vinegar solution also or lime vinegar solution but it will take time to remove dirt. Also you have to scrub.

If you clean it properly then it will be safe. Usually we use alkaline things to clean glass plates and so on. It is not a problem if you clean those properly using water. So, it will not be a problem if you clean it with water after using acid things.

This is may not available everywhere. It is one kind of acid which is used to remove Alkali which is created by water.
