Give Garp the Barrier fruit. It's the perfect combo fruit with Sengokus Buddhas Shockwaves. Instead of just a regular Shockwave, Garps can make a tunnel, making the Shockwaves bounce inside making it even more destructive. Garp can also trap others inside with him, they can't run away and others can't help. All his blitz attacks will reduce collateral damage, and anyone in his barrages will be sick in an invisible corner/wall. Knowing Garp, he'd also probably make plank shaped barriers to send people flying and stairs on building to quickly climb walls

Well he swam with Luffy back to shore with one arm, while it was still bleeding. If rayleigh can swim through the Calm Belt at his age, I reckon Shanks would be more than able to swim too. Seeing his connections, he might even be a six powers user, and therefore could use Geppo or Skywalk to travel anywhere anyway@@Clown_DZ

If jinbe ate a devil fruit and still tried to use water in combat he would still not be able to move, he wouldn't drown because he is a fishman but he would still be immobilized.

for garps devil fruit, i think something like the bomb bomb fruit or the buff buff fruit would be perfect for garp. Garp already has crazy punches, so what if he could infuse his punches with the power of a bomb, it would basically be a nuke. The buff buff fruit is also a no brainer, it just makes you stronger which makes punching people/objects even more destructive.

A couple of points. Odin already survived being boiled alive, although the heat heat fruit would have meant he was still on top form afterwards. Also, it doesn't matter how red Shanks' hair is if it's the azure dragon. That was actually something of a plot point, Momo's fruit was seen as a failure as it was pink, but he also skipped the awakening process, so,, lemons.

Personally, I would give Shanks Enel's fruit after seeing what he could do with pure Haki Telekenisis alone LOL. But with Enel's fruit, the lightning can also deal both psychological and physical damage
