If we’re taking Liverpool and mancity as examples than let’s stick to liverpools. They accomplished nearly the same if not more than city but at a fraction of the price. Rice is an excellent choice but his price tag is absurd same with Kane. Anthony, gravenberch, nkunku, to name a few of the options. They need to optimize their capital and focus on not blowing everything on one single transfer.

You forgot Edson Alvarez he's been solid in mid/def and an undisputed starter for Erik ten Hag.

Only: Antony, Martinez, Gravenberg, and Mazroui are actual Ten Hag players that can play according to his vision. Harry Kane for instance does absolutely not fit in his profile as a striker.

Another good and cheap option for holding midfielder imo would be the Mexican Edson Alvarez who currently plays for Ajax as well, plus he’s versatile as well he can play as CB and RB

Noussair Mazraoui (dynamic RB with limited risk... Free Transfer) Please stay away from options such as Kane, Phillips, and Rice... we have bought too many players from the British Isles, and this has not made us a great team!

When you start to rebuild you need to start with 20-40m for each quality players and when you finish then you csn top up with 100-150m top players
