2 years late but yes he does because when Oliver's soul went to Purgatory, he's there but his memories is funky, kind of like what Constantine said and this is similar to when Barry lost his memories in season 3 of The Flash and so they just needed to kickstart his brain with a certain memory just like John did with Oliver. Hope it explains the "does he still have his memory" part.

The Spectre is considered a God, he's the "Wrath of GOD" or at least that's how he's known in the comic books. I was pissed when I heard that others were Paragons and not Oliver.... but then when I see Jim Corrigan tell Oliver he had a higher purpose. I was fuck yes. If anyone deserves this it should be the Hero that started the Arrowverse.

@@hxnaldo That may be true, but I can't imagine why that'd be. I don't recall the show ever explaining why, regardless if it was to help along narrative events or not. Honestly, I think it would've been better to just have The Spectre seeking a host or maybe have The Presence cameo to pass it on to Oliver. It would've made far more sense.
