Homelander also got his powers from a serum. No matter how powerful he is, he can't match a Viltrumite and he never has trained to effectively use his powers in a proper fight. They get stronger as they age and if they suffer great damage. Nolan also has thousands of years of combat training and experience, having fought and killed members of his own race and other alien races. Unlike Homelander, Nolan is a true warrior and a killer.

His bravado and publicity just meant neither of them ever realized it. The show did well by making Homelander weaker. In the comics he's basically a physical god. In the show, he's incredibly dangerous, but theoretically, he could be stopped. It really helps highlight that Homelander is only a symptom of the problem that they're up against.
