Chapter 14 of our Constitution 2010 is on National Seurity article 139establishes 3 organs Kenya Defence Forces,National Intelligence Services and the National Services. None of fhem have financial independence and are under a cabinet secretary and principal secretary. Article 201 gives principles of finance and how public money should be managed. Article 174 create a specific fund for judiciary. How will police have a fund and not KDF or NSIS without being unconstitutional?What is the rationality?What about DPP?
