@@lionelhutz3142 eh, at 32.9 per year, I say overall theft at about 3000 a year is the winner. North America in general is the largest area of less rape and sexual assault cases. The ones they catch anyways. I do think about these numbers, which also would mean the same for other crime.

State law overrides city policy. They can chase. The state would not keep an officer from chasing down a car jacker. I live in Illinois. Chicago thinks its its own state and can make up new laws but they cant. The problem is the governor of the state is as corrupt as they come.
