The Naruto Kayou cards are officially licensed and even being graded by MNT grading out of Canada. So these are actually legit. The other ones are unofficial, ie. Little Dino. In case anyone was wondering or didn't know.

Too bad people don’t know these are official. The only thing is that it’s produced in China, but that doesn’t make any difference because Kayou is official licensed by Pierrot China; the studio that owns the license of Naruto 🤷🏻♂️
