I always thought, in my headcanon, Cap's serum helped skinny ill Rogers to recover from his low physical condition to normally average physical condition and then take his normally average physical condition to of a peak level human, which a good sound atheletic military trained human can go through immense training to reach to a level to atleast go against Cap, not necessarily defeat him and since they were never able to perfectly recreate the serum like original after Erskine's death, no other "serum" taker ever reached to a level above Cap.

@@anshbanka2873 Rogers' physical strength is enhanced to the very peak of human potential, making him consistently able to sustain lifts 800 lbs (363 kg),and bench pressing 1,100 pounds (500 kg) as a warm-up.(Marvel database) So no disrespect, but I don't know any soldiers who can do that, except the military Orchestra of course😉

Life in the USSR wasn't easy. Heck, they drink vodka like water. But they did try that Humanzee project & 2 heads on a dog (which cruel at the time was informative to the medical industry on heart transplants) I think?
