I found these somewhere last year, can't remember where for the life of me. Forgot I had them, then stumbled across them again.
I give demonstrations in this video showing how the samples were used, and what they sound like before editing.

Sonic CD uses the X-Static Goldmine quite a lot. Other than that, Screwstach's channel has the link to a large zip of raw samples used by Sega composers, going as far back as S3&K to as recent as Unleashed and Gens. Other than that, several Sonic Retro threads contain info on synths used. For example, Korg M1 is used quite commonly in Sonic CD and Sonic Mania.

If anyone wonders where the samples are from, most of them are from the Zero-G Datafile sample CD series. The Datafile series were used literally everywhere in 90's music

@@mBluettI have it now If you're a producer I have a pack you can have access to for $5 and it has unique 808s I created and includes that same orchestra hit (plus other sound effects of course) if you're interested, or I can teach you how to get it as well but I got it so that it's tempo synced with any project and cut perfectly right when it hits

5 Sample CDs were used for this game, Zero-G Datafile One and Two, The X-Static Goldmine Vol. 1 and 2 (came in one case) and East West Dance Industrial 1 if anyone was wondering, they contain all the sounds shown in this video and more as well.

Look, those samples that get absorbed in Stardust Speedway is just brilliant than just good. I cannot take any negative criticism from this tune and the team that worked on this magnificent soundtrack. And you know what? I heard many references from other melody and beat samplers in other artists’ music like for example, the song Live Life from Sonic and the Black Knight has that familiar melody from the bassline, tempo, and rhythm at the final portion that sounds exactly like Purple Rain, Labyrinth Zone from Sega Genesis’ Sonic The Hedgehog emanating the melody to The Emotions’ Best of My Love, also sampled by Mariah Carey, everything. I’m glad we have Sonic Origins just to play Sonic CD again.
