I read from another comment that it’s common in Japan for the first-arriving engine to not go inside and instead hit it from the outside while the second-arriving engine goes in after the fire is knocked down from the outside, which seems completely backwards to me. I was always taught to fight fires from the inside-out unless the building was fully involved with fire on arrival, and that the first-arriving engine needs to go inside and get the fire.

Maybe it's to stop the spread of the fire to other buildings, they can be packed very close together.

This Shikokuchuo is a small rural town in Japan. So please don't blame the firefighters for appearing late.

What be late for YOU? The normal arrival at fire site be around ten minutes after first emercency call in the most countries. If you see arrived and starts with watering the fire place is very fast in opposite to the U.S.A. firefighters. No problem to start first from outside and then from inside.
Japan does a lot of things really well. Fighting fire isn't one of them.

Die Kabeln überall...... keine Drehleiter......... Die Stromversorgung läuft in Japan zu großen Teilen oberirdisch, denn Japan ist ein durch Erdbeben gefährdetes Land und oberirdisch verlegt können diese Leitungen und Masten mitschwingen und sind im Fall der Fälle leichter zu reparieren, unterirdische verlegte Leitungen können bei den auftretenden Bodenbewegung zerreißen . Oberirdische Leitungen behindern aber den Einsatz einer Drehleiter , nun ist die Bebauung in dem Fall für die Brandbekämpfung nicht das Problem. Es sind hier 2 oder 3 Etagenhäuser , ein Löschangriff ist daher auch ohne Drehleiter möglich. Steck- oder Anlegeleitern erfüllen hier ihren Zweck.
