Theory; Since this game was originally supposed to be all about time traveling (similar but not exactly like Sonic CD, it just happened randomly per zone), Rock Zone was originally the future version of Wood Zone, and since HillTop Zone was originally the Past version of Emerald Hill, maybe Emerald Isle Zone was the future version of Emerald Hill, where robotnik took over everything and stuff And Rock World was probably supposed to be a Past or Future Mystic Cave
