One of the main problems I've seen with toys and otters is that the sounds of toys are too loud for otters, and terrify them. In this case, you might consider disabling the sound on the toy. Usually this just involves breaking or cutting one wire to the speaker. This toy might still be too vigorous for Bingo, but without the sound, it might be less intimidating.
