Total administration failure, exits were closed down. People were diverted to walk, long, distant to get back to the camp in that scorching heat. Dead bodies are left on the street four hours. a volunteers from the University who has no ideas of Mina area, neither they spoke, second language to support the hujaz

It sounds like the tourists should be better prepared and more respectful. Other agencies reported that many of the dead didn't even have the proper permits or pay their pilgrimage fees. At least the authorities prioritised the better people that followed the rules. Imagine the outrage if more worthy people had been sacrificed for the freeloaders?
