Dell has pretty (in)famously locked-down BIOS options that really limit the potential of their secondhand machines -- some of them which still represent phenomenal value.
Luckily for us, they didn't lock them down that well, and we can use Intel XTU with some of the unlocked Xeons to really tap into their potential! This system uses a E5-1650 v2 on a factory Dell T3610 board to hit 4.2GHz all-cores. Also works on the T5610 and T7610. Highly recommend using a 1300W power supply from a T7610 if at all possible, just to avoid tripping the over-current protection of the 685W units.
All credit goes to user Retrorockit on the TechPowerUp forums for introducing a thread on ThrottleStop overclocking a few years back. More on that later!

For anyone watching this in 2022: Just confirmed working as of today (8/26/22) with XTU 7.4.1.3 on Dell BIOS version A02 and Windows 10 build 1809. The newest version of XTU - 7.8.x - won’t install on these machines. BIOS versions that have addressed the Plundervolt exploit are assumed to be non-working, and a permanently disabled from using this because of the irreversible update to the Intel Management Engine. That applies to later models of Precisions as well. In short, Intel and Dell worked together to release a BIOS update that limits power control to the CPU and functionally disables multiplier tuning on these boards. Will spend the next few days playing with Windows versions to see if those have any effect.

Does that mean that even if I downgrade to BIOS A02, I still won't be able to OC because I installed the latest version of intel ME?

Also, is overclocking on t5610 eith v3 cpus also not possible now, or would I need to find a specific model that hasn't gotten the ME update and is still on the old BIOS

@@SigmaMale42069 The 5810 still works with the unlocked 1650v3 and 1660v3 as long as the BIOS is old enough to allow it. In theory you can also OC the 6800K, 6850K, 6900K, and 6950X on it as well.

@@SigmaMale42069 Correct. Once the irreversible Intel ME update happens (any BIOS from late-2019 or newer) it appears the system is stuck with OCing disabled. It’s honestly a half-baked “fix” from Dell and Intel, since Plundervolt is an exploit that requires physical access to the machine and Dell already includes several safeguards against local machine tampering - chassis intrusion, secure boot, admin password protection, etc - so making the ME update irreversible is a bit overreaching.

Can you share your installer online? I use the same system you do and the latest installer does say it doesnt supports it.

On vacation for another week yet, but I have another T3610 in the works for a July $250 PC build so I’ll check it out with that. I know Intel has been monkeying around with XTU and now uses a kernel level driver in the latest versions, which means that like even my personal 6900K is kneecapped in it now. But I’ll see if I can come up with something!

Hey I have the same computer, same CPU but I can't modify the ratio multiplier values in Intel XTU. Was there a way that you unlocked them? Thanks,

I did nothing special. In my experiences I know it won’t work especially well with the T3600 or v1 (Sandy) Xeons, only the T3610 and v2 (Ivy) Xeons, and even then only the 1650/1660/1680 v2. The v1s are unlocked (or capped at 42x anyway) but just don’t cooperate. With the T5810 and a v3, there’s some monkey dance with sleep/power cycling to get it to unlock, but that’s a hassle because it needs to repeat every time you reboot; worth checking on yours, though. I’ll check my BIOS and XTU versions at first chance and get back to you. In the meantime, I can tell you I have HT on, SpeedStep on, and C States enabled, so start there. Well, and making certain it’s a 1650v2. I’ve gotten burned more than once with secondhand “v2” and “v4” chips that were v1 and v3, respectively, when they got to my door.

To finally follow up: This was done using Intel XTU v7.0.1.4 with BIOS A03 on Dell board model 09M8Y8. Curiously, CPU-Z registers the board as an X79 chipset instead of a C602. I forgot to check the stepping and revision of the CPU but it’s almost definitely a C2 or higher.

@@filip3148 Sort of. They support the same socket and mostly the same chips, but there are some subtle, yet important distinctions. C602 supports additional PCIe configurations that don’t exist on X79, has nearly double the supported SATA lands, and supports both vPro and TXT which no X79 supports. The server chipset also allows multiprocessor support, which true X79 (ie not the $60 Chinese “X79” boards) does not.

No, unfortunately. The T3600 always behaved weird with even the unlocked Xeons. XTU didn’t work, while ThrottleStop occasionally did on some machines but only up to like 4.4GHz.

@itsvenom559 Supposedly you can use XTU to modify the maximum clocks, *then* open ThrottleStop and use it to force the clocks to that limit, but I have never tried and don’t have a T3600 to try with at the moment.

In Dell T5810 not working i downgrade bios to A02 and dont have any avialable setings to change in XTU. In Bios A34 when i sleep machine and turn on i can change voltage in TS. Before this procedure procesor sruck on 3,5 ghz and dont turboo boost, in xtu i have EDP limit throtling:( Dell is suck On my old HP Z620 i can change mutiplers and i OC xeon 1650v2 to 4,2ghz

Somewhere around A18 Dell included an irreversible change to the Intel Management Engine that disables all meaningful XTU functionality on the Precisions. The change was done as part of mitigating the Plundervolt exploit, which honestly made sense to address for their enterprise customers. It just sucks for us on the secondhand market these days for performance tuning.

@@kamilpluta1683 All is not (totally) lost! Check out Miyconst on KZfaq! He has a video on flashing a BIOS to the T5810 that enables multicore enhancement (the famous “all core turbo hack”), which makes chips like the 1650v3 and 1660v3 absolutely fly on those machines.

Using the stock cooler and system fans set to Medium (in A17 BIOS) it doesn’t break 73° at full load in Cinebench R23 for a 30 minute run. You *can* use other coolers, but you’re going to find it requires a bit of effort because Dell doesn’t like change to their enterprise equipment. The T3610 uses the 2011 Narrow ILM, which limits you mostly to Dynatron units built for server racks; the upside is Dynatron makes some extremely high performance coolers with large amounts of copper. The T5610 and T7610 use the rarely-seen 2011 Square-Deep ILM that makes attaching non-Dell coolers a pain; the ILM can be replaced for ~$17USD to a standard square one though. Once you have a proper cooler for your ILM you need an adapter to convert a standard 4-pin PWM connector to the proprietary Dell locking connector. After that’s all done, though, you can use anything that fits inside the case - or anything that doesn’t if you just leave the side panel off. The easier solution is to just silicone an 80-92mm fan to the intake side of the stock cooler and connect it to a SATA-powered fan hub (since the optical drive SATA power is right there). That upgrades the stock cooler to a push-pull configuration and keeps the temperatures awesome even if the sysfans are set to Auto. Hope that helps!

@@doesitgame Thanks for replying back with awesome information! I just got a t3610 with a 1680 v2. I’m spent countless hours trying to overclock it with xtu and ts but it wont really let me. I can only change the multiplier on xtu to x40 but it doesn’t hold, fluctuates up and down when benchmarking with heaven benchmark. Im using the latest xtu and also tried older versions and still the same. What do you tick on or off in the bios setting? I only have a 685w power supply btw.

@@cedranada6324 v2 Xeons don’t allow voltage control in XTU on the Dells; v3 Xeons do on the T5810, though!

I’ve got a t3610 and have the e5-1650v0 at 3.49ghz. I just used the intel over clocking tool. Upgrading to the e5-1650v2 and will push that to 3.9-4ghz when it comes in the mail

I haven’t had any luck with the v0 (or v1, whatever you want to call them) Xeons on these Dells. The multipliers are unlocked, I just haven’t gotten them to actually “make it stick” using either XTU or ThrottleStop. Still working on it, though! And v3 Xeons on a T5810! Actual uploads coming soon, I promise!

@@doesitgame Ahh okay, I understand, could you keep the e5-1650 v1’s locked into its turbo frequency or does it take a very specific combination in order to even lock it at turbo?

@@ZackTurnal Only kept it at 3.5ghz mainly because that was recomended. Probably due to the shit cooling the stock cooler has. You can get aftermarket coolers to suit but it needs to be a 2011-3 and you will need to get some M8 bolts to reach through the mounting bracket into the back panel thread. My guess is the aftermarket cooler will do better than the stock. I currently also have a larger foxconn fan ziptied to the cooler sucking air through it to exhaust it but that will only do about 5-10c tops different. Got a rtx2060FE hooked up and play mount and blade bannerlord maxed settings 1080p and with that the cpu stays around 62c. Mainly why I want to get the v2 as that within recommended specs is 3.9ghz overclocked but hear people get it to 4.2ghz...

Hey there. I might get a Dell Precision T5610 with Dual Intel Xeon E5-2650 V2 (16 Core 32 Thread total) is this method possible on that? I see some runs on geekbench that appear to be overclocked. Or is it locked?

All the E5-26XX chips from v1 through at least v4 are multiplier locked as far as I know.

The v3 and v4 Xeons are only supported by the T5810 and T7910 generation of Precisions and unfortunately that particular CPU can only be BCLK overclocked, and the Precision BIOS doesn’t support that. The BIOS is a modified Phoenix BIOS, so in theory a BIOS modder could modify the microcode to support the “all-core turbo” mod on those chips, however. The T5810 supports this method of overclocking on the 1650v3 and 1660v3, though!

Intel have updated their installer for later versions as it will now NOT install on systems that have the E5-1650 v2. I know, because I have one and it refuses to install on "unsupported systems".

Following up on this, XTU 7.8 will not install on these systems; 7.4.1.3 will work, however, BUT it seems to require a BIOS that predates the Plundervolt fix.
