Getting 4 stars is quite tough in this level, and requires a bit of practice. It's too easy to screw up, especially when you are running up the stairs. You can throw it upward when stairs are not around, but you can't throw it when stairs are around. The game is like "screw physics of projectile motion".
There's one trick where you can get 4 stars. Make batches of 4, 3 and finally 3. This adds up to 11 dishes, which should be enough for 4 stars. Furthermore, the first four dishes are always the same (for single players), so it's easy to plan on how you prepare the burgers. Always start with steak first, because it requires frying. If you execute this correctly, you should be able to serve the first 4 dishes with high tip. If you can make all 11 dishes with a lot of time left (at least 30 seconds left), you can prepare and serve a plain burger. There's high chance that at least one of the order is plain burger.
There's a couple of tricks you can do here, as a shortcut. If you cut the steak from the topmost chopping board, you can throw it rightward to directly cook it (skip to 3:44 to see how). Another spot to throw rightward towards pan in just beside a box of buns. This is easier compared to throwing at an angle. I do have PTSD of throwing the ingredients inaccurately, that's why I don't often do that whenever I don't have to.
Another trick is by throwing it upwards (yup, you read it right). The chef on top must stand on the edge, while the chef at the bottom must be at the edge and throw the ingredients horizontally. It's not easy to do though, that's why I did not practice this trick in this video.
