Is there a law which states that you can only do one operation at a time , for example cross travel and lifting at the same time ?

No, you can see the operator doing bridge and trolley travel simultaneously.

No such law exists... Low quality product manufacturers home made laws can't be considered as European or US standards.

Sometimes doing only one operation can cause the load to swing or slip. When I lower flat plates on the floor with a plate clamp for example I need to lower and move sideways to take in to account the clamp point going both down and sideways.

No law, How about safety protocols. Rules....commonsense! Those are your laws!!
