The more practical solution is close Portlock! It is not a major road and has access on both directions!

Its across a rail yard, its the worst possible place for a railroad crossing. Yes, when trains were shorter and could fit in the yard on one track it was sufficient, but trains are longer now and they have to couple them together from multiple tracks. An overpass should have been built there years ago.

Amtrak doesn't block crossings. How about getting Amtrak's wildly successful Norfolk Regionals to add Suffolk to their schedules. Trains between Norfolk and Chicago stopped there during the 70s.
