This does look very cool. I wonder whether something similar could be done in the Pacific, with one player taking the Americans and the Japanese army, and the other taking the Chinese and the Japanese navy. Splitting Japan between army and navy would be very realistic and it would also help give the proper weight to the Chinese front, which hardly any PTO strategic game does.

Would be interesting but wow, lots of complexity to handle because there WAS frequent coordination despite the tension between the two branches. Perhaps the occasional event card that forces temporary cooperation of the two for some limited objective?

Depends on what your expectations of "solo" are. You want a synthesized "opponent?" This won't do that. Want to replay history? This will do nicely.
