I honestly think the interaction about the wings fits more with other intercation that Brig has with Sombra, in which is reveales that Brig writes poems. That's why she says about inspiration in my opinion. But the Jet Cat theory is also pretty cool.

There's a ton of Oasis exclusive lines in OW1. Sombra and Reaper have an interaction where they talk about visiting Moira (may have been removed after she was added), Zenyatta ponders whether science is the key to enlightenment, Moira comments how it became her home and how much progress science has made there, Winston talks about the science that gets done there, D.Va talks about how the way they rebuilt Oasis after the omnic crisis gives her hope, Junkrat commentson how he'd like to be the minister of engineering and how posh it is, and finally, Symm comments on how much she likes it there and that she thinks Vishkar would like it there.

I having a feeling this is trying to show that brig maybe has some interest in pharah, but I think is just the fact that brig is nervous when talking about you writing to someone. We also see her like this in her interaction with Lucio and sombra.
