When you reach 100% for your game percentage it unlocks a final extra in the extras menu called "Super Minifigure". This lets you play as very large characters.

To get Rex fury astronaut you have to complete all of the district points to get Rex’s Galician you need to head to the east tunnel and use Rex fury to pull down a door in the tunnel

You first unlock him, in the final space descent, near the mine, or by conquering all the districts as an astronaut, then you go to a disguise booth, buy any version of Rex, then go to the robber disguises, and select him

There's no known thing as "liberty city". No-one has ever found anything remotely close to that name. However, you may be interested that there is a place called Lady Liberty Island. To get to that, you go to Downtown and at the southern-most part, there is a ring-shaped building. On the west side of the building there will be a pot plant. Grow it and then climb up it. Jump down inside it and in the middle, there will be two round buildings. In between the buildings, there is a box. Rex Fury then needs to pull on the orange handle to break it. Then build a Mario Warp Pipe, jump in it, and it'll take you to Lady Liberty Island. I don't know how you get to "liberty city" though. Sorry I haven't been of any help in your quest to find "liberty city".
