Chairman WAPDA, Gen (r ) Muzammil Hussain explains how Pakistan’s policy failures of the 1980s created the energy challenges the country faces today. He explains why governments jumped into oil and thermal producing power plants as the fastest way to address the power issue. Why the failure to build the Kalabagh dam led to an energy crisis and why the unthinking breakup of WAPDA into three parts is a key factor in Pakistan’s circular debt not under control. He describes how China’s role in the water and power sector has been manifold from finance to human knowledge transfer.

Chairman WAPDA was on top of his subject and did an admirable job. I wish he was allowed to speak at will for just when he would be making an important point the interviewer would interject unceremoniously. Thus a good interview was demoted for no fault of Chairman WAPDA.Perhaps the frequent interjections was a cunning ruse by the interviewer to camouflage his shallowness on the subject.

1976-1994 was the period of severe political crisis and the Afghan war which started in 1979. The discussion has to be viewed with what’s happening in the country. We have a political set up where the incoming government doesn’t follow through as successor.

Just because US wants to use Pakistan in Afghanistan it doesn't excuse government of its responsibility. That was the time when lots of money was also coming in. The class in power used the money to send their children to US

WAPDA needs to be unbundled more. Giving reference of TVA is misleading. USA has 52 states and TVA is based on Tennessee. The inherent tendency of government servants to hide behind the slogan of National Interest, serve their tenure, enjoy the perks and treasury continues to bleed.

If we do not price the water, farmers have no incentive to go for capital-intensive modern irrigation systems. Secondly, on the government's part, canals should have a concrete lining. BTW, did the work resume on the Dasu project since there was an attack on the bus of Chinese workers?
