Thx. I did this way andit became beautiful. Few points to add 1) Use thin white paper and try to keep layers even but if nothing available print paper also serves purpose2) wait 24hrs to dry 3) sometimes balloon don't come out after drying but it won't affect even if balloon don't come out.

To everyone asking about the materials--I feel like the OP just wanted fans, didn't want to help anyone make it themselves..use mod podge as the brush on at the beginning. You can use regular printer paper to make the feathers. When you add the lightbulb make sure you only use LED bulbs!! Regular lightbulbs will start a fire but the LED bulbs give off NO HEAT! Just light. To the OP why wouldn't you give a list of ur materials at the beginning? It seems rude to not help everyone. Just my opinion 🤷🏼‍♀️
