In part , quality jobs depend on Manufacturing and Educated Services sector IT/ software. GST is a consumption based tax which incentivizes collection , is destination taxed and is biased thus in tax collections for denser urban set ups Larger areas like Mah( except Pune Mumbai clusters, both manufacturing and consumption) , Assam ,Andhra( without seperated Andhra) Orissa, WB without manufacturing push and incentives will continue to suffer to make them manufacturing hubs , incentives need to be provided to preclude disadvantages of lack of port or uptake from consumption sectors, damage on environ and water availability, net pollution , These incentives unfortunately remain restricted to TN, Kar and of course Guj.Of these Kar has not leveraged it's Port connectivity options aggressively...

The issue with experts despite their good intentions is that they never acknowledge the near impossible challenges which an insanely diverse , unmanageable entity that India is, faces. They also will never give concrete and actionable agenda for roll outs. Govts by and large still do their best under the circumstances yet come terribly short of expectations. If only ecomomists and policy planners had the social and political liberty to bluntly state that there are limits to which we as a nation can aspire for amelioration immediately . In a democratic system govts cannot accept helplessness openly. Govt has thrown money into health and education but they just didn't yield results due to myriad political, administrative gangrene which is our historical reality. Public investments normally crowd in private investment but that has not happened. Every section wants the moon and the rich in particular are vultures who are in a permanently hostile mood..Jobs will happen only with long term structural improvements. Let's get real and stop pretending that all problems are urgently solvable. It will take time and we have to be patient as the trajectory is steady.

This fixation over salaried jobs isn’t understood. Business howsoever small brings uncertainty and risk but done sincerely, with perseverance and commitment can take one to places after initial hiccups. Salaried jobs on the other hand give certainty that too in the govt sector rest are yet again at the mercy of promoters, managers. Salaries increase in the initial years, but after 40-45 years of age it’s a downhill journey unless one is in top 1% and is ready to sacrifice quality of life and health.
