Passport Talent Artistique and Culturelle: Artist Visa France
This video will give you some general information on the passport talent, art and culture. If you are an artist, performer, or writer and wanting to come to France to work then the “Passeport Talent Art and Culture” in English (“talent passport”) is a residence permit granted to foreigners and self-employed people to who want to come to France to help develop the French economy.It is a long-term visa or residence permit for working & staying in France for more than 3 months. Renewable up to 4 years.

Thank you for this insightful video! I just have one question. You talked about providing contracts to qualify the passport talent as a freelancer. Does that mean these contracts should be given by French companies, agencies or groups, indicating that you will have confirmed projects working with French people? Or does that mean the contracts could come from any country in the world, as long as it can prove that I am actually an artist? Thanks again and please keep making good videos like this!

First off, I recently discovered your channel here on youtube and am glad I did! You simplify all the confusing information out there, so it is much easier to understand! Now, I'm a self-published author and everything I've looked into has said this would be the Visa I should try to get (I know things are weird in the world and I am attempting to move come October 2021). With that said, do you know how an author would be able to provide the third item mentioned? Would the books I already have out count as that? It has always been a dream of mine to write books while in France, but my books take place in fictional worlds (although one will have a place based on French culture eventually, it's not there yet). Sorry for the long-winded question... And thank you for your time!

Well in your situation it going to be more about proving you can financially provide for yourself, as you have written a book it shows your professional. I would try to get some engagements in France. like maybe a writing residency or have some events booked for speaking about your book or thing like that; But if you have a written clear plan for writing your next book and can prove you have the finances to support yourself it should be fine. Note that I am not an expert on Visas but from what I know this should help.

@@MundeyYoungCoaching I have a clear plan for the next 10 books, so plans are fine XD I appreciate the advice! I am attempting to find an expert to ask, but that's a lot more difficult to find than I thought it would be. So any help such as this is incredibly appreciated :)

@@nikitaandester I submitted a detailed business plan, with all the other stuff asked for (criminal record, passport, financial records, etc) and got it :) I am currently in France:)

Did you just have to show you had enough money, as well as a detailed plan, or was it more like...the plan had to have money with it? Hello, how are you? I found your video on KZfaq talking about the talent passport visa.💖 Sorry to bother you, I wanted to ask you a little question. 🙏🏼A Studio in Paris are going to make me a work contract with this visa, I am a photographer, I would like to know if in addition to having the work contract I must justify the artist that I am or is the contract enough? It’s just that I’m not sure if justifying my art with a book is for those who go freelance or it’s also necessary with work contract? Hi there! Thanks for this video as all of this info is certainly overwhelming! The biggest thing I'm unclear on based on all of my research is where exactly the passport talent slots in. Is it a visa? Is it a carte/titre de séjour? It seems like you need to first apply for the long-stay visa, then get a carte/titre de séjour and THEN apply for this? Is that right? 😅I'm looking into employment opportunities in France but would still want to do freelance work so this interests me but it is kind of confusing that there are all these different moving parts (I'm an American citizen who has been in Germany for 5 years and while of course it's also a mess here at least your work and residence permit are combined). If you're able to answer this it would be much appreciated! 🥰

Hello they are combined here as well when you get approved for visa, you then recieve your career de séjour for the amount of time. Your visa is approved for. I hope this helps

Hi Mundey! Your content is extremely helpful for myself and my partner who are looking to move to Paris next year. After the 4 years of the multi year visa, is it possible to extend this in order to reach the 5 year requirement for becoming a citizen of France or would we need to transition to a different type of visa in order to meet that 5 year requirement? Thank you for uploading this informative video😇 My interview is very soon. I just wanted to know if they need to see a plane ticket and hotel reservation? Being that, I don’t have anyone to sponsor me nor do have a French bank account to get a place yet, is this extremely important info during the interview?

Normally not because before you have VISA you can't get those things. Getting bank account in France can be challenging you will. Need you papers. So normally you can just state your waiting for visa before doing those things.

Hello This is so useful! However the part of Financing for example for an animation screenwriter who has been freelancing remotely, would they qualify? Back to Financing, should your country send you money, how are you gonna justify the financial resources, because it seems the only to do it is through working at production companies for animation? But the remaining amount where should it come from? I think I'm very confused about the supporting yourself financially part. Thank you and if you can clarify it, I would be grateful to you. Hello Fatima, like I said before I am not expert but from what I know Yes you can qualify with your Freelancing Income you just need to show how much you earn yearly and that you can support yourself making around 1,000 euros a month while your building your business in France., but you need to be doing some activities in France. This visa is for people looking to develop in France. 49% of the income can come from revenue outside of France as far as I know. I hope this helps

Hello! I'm an artist and wanting to get back to France, but worried about how difficult it will be during Covid...my plan is to get back to France as soon as everything cools down and the borders are open again, but I'm not sure...do you think it would be smart to wait or to apply while there isn't much happening right now? The first steps seem really scary but I would appreciate any advice!

Hi there :) Yes with the COVID it is changing everyday. What I recommend is to call or email the French consulate near you and ask, and during this time just start to organize your documents and paperwork so when the time comes and things get back to normal you'll be ready.

Hello thank you for this information. It's really helpful. Sorry for the long message that I'm about to type :). - I wanted to ask you, if I'm an artist and I've been working in tv here in France, but I currently have two freelancing contracts one for 2000 usd and the other one for 500 usd with USA and Colombia, but I currently have no contracts in France, could I still be elegible for this visa? I'm looking for another contract in France but I'm still in that process. I have 3 months and a half before my current Titre expires, and I would need to renew soon. I have a student visa and have been in France studying French and working as an intermittent du spectacle in tv for 4 years now. Only now I'm changing my status, because the contracts my employers gave me before were all freelance, and I wasn't able to apply for another visa.. I don't want to apply for the profession libérale visa, because if I get a CDI or CDD I think I would have trouble securing the job because I would need to change status before signing the contract.. and the recherche d'emploi one is only for students that have acquired a masters degree in France ? Is this true. I only have language diplomas. Please if you could help me with some advice, that would be great. Bonne soirée and thank you for your time : ).

I am not a visa specialisé but here is what I do know: For studies to work in France it has to be a Master Degree or equivalent, You could get a visa if you are offered a contract and it job were there is lack of your service in France , or you can become a auto-entrepreneur to secure your visa, but you will have to prove you have enough demand to support yourself. If you are a practicing artist and can show interest (1) can show income from past artistic work (2) and can show income (3) BUT don't have commitments for artistic works yet in France because they come via networking once I arrive .... Can I still apply?

I think it depends on how much time you have left where you are. If you think you have enough time to finish visa process where you are now then getting the ball rolling is a good idea. If you only have a short time left then in your city, because any problems you have or if you need to provide more documents or go for interview it will be at your prefecture so it would better if it is as close as possible.

Hi Mundy. Thank you for this video. I am an Australian musician and music teacher. I currently teach children in school how to play musical instruments. If I use this type of Visa in France, and have a permanent Australian retirement income of more than €1500 per month, can I be a freelance musician? If I intend to be a street performer, how do prove my financial earnings in France? Can I also earn outside of France (eg Austria & Germany)? Kind regards, Stuart

Hello, you can look into retirement visa as well. As street performer it will be hard to prove income because it is unreliable. Hello, I have a question about this visa. I am a video/animation designer. Is this considered an artist, or would it fit this category? I have a couple business managers in France that have expressed interest and want me to do freelance work for them. Would anything else be required?

Yes, I would need to be in France to do it. I have another question…when you said 21% of required income needs to come from income in France and 49% can come from personal savings, is that what is required for renewal of this visa?

@@MundeyYoungCoaching Sorry for my late reply., and thank you for your responding quick..yes, for some of the clients in France I would need to shoot video that is on location at their business and also shooting video their products. Also, it would be more beneficial to be able to meet with them face to face to discuss projects instead of over Skype or Zoom or something like that. Another question that wasn't clear in this video...when you said 49% *(of 70% of French minimum wage) can be from personal finances, and 21% has to be from work done in France, is that to be able to renew after a year? Because, someone obviously would not be able to show 21% income from French clients before living in France right?

@@mar.varela13 from what I can tell a tattoo shop would need to hire me and pay the social obligation for having an employee. That payment is thousands per month and is probably why there aren’t many American tattooers living in France(none that I could find) so unless I wanted to 90 day fiancé my way over visiting is my only hope of enjoying France. If someone has more insight I would love to hear from them! Until then I will be tattooing in the states…

Hello Mark, yes this visa is still valid. The visa can take from 2 months to a year it all dépends. With the COVID there is a bit of back log so things have been taking people around 3-9 months from what I have heard.

As far as I know there are no restrictions on countries that can apply. The most important part of this visa is showing that you can financially support yourself either with your own finances or those coming from work you found. If you can get letters of interest from places that might be willing to hire you that should help as well.

Hello. Thank you for the video. Very helpful. I heard about the talent visa, and I think I am qualified as a writer based on the income requirements. (I am a fiction novelist) My question is if it would be would be better to first come to France on a long stay visitor visa and then apply for the talent visa after one year, because I intend to apply for citizenship after five years, but the maximum duration for the talent visa is only four years (not sure, please help verify if this information is correct), so what would be your best advice on my intentions? My second question is if I will strongly need proof of my business affiliation to France in any way, because my all my income are from my books, but I don't have any French clients, neither do I intend to start any business prospects in France. I simply want to live as an independent freelancer until I qualify for citizenship. Please let me know what to include in my application and how I can show that my work will be beneficial to France. Thank you.

Hi As an artist Self-employed, How do I fill out the CERFA 15617-01? Im confused... Do I need to fill this out once I don't have an employer in France or any independent contract with a company in France? As I said I'm self-employed.

You only need to fill out that form if you are going to be an employe of a company or organisation. If you are self-employed you do not need to fill out this form. I think the freelancer route would be more flexible. With the passport talent you need have contracts or letters of engagement. It all depends if you find clients or have the money to finance your own project. But like I said I'm not an expert but those are some suggestions.
