in what situations do you buy boots of swiftness?

If you think movement speed and dodging the enemy is more important than your cooldowns, for a very basic response. But swifties makes you impossible to catch plus you can engage and disengage fights better with them. It's really good at picking them up with any item, but Shurelya's is the best one in my opinion to couple it with
