Don't get me wrong, it is decent/good run. But far from perfect I would say, I mean his build is not even optimal. He is running burglar, definitely not optimal when speedrunning.

Correct, this took me 100’s of tries to get this run because I’m not running a RNG modifier.

This video is just purely understanding game mechanics n RNG with certain basic n aced skills that aren't even for meta if u're still asking for "build?" in a super basic video, let alone u understand how to play the game correctly here r my suggestion for what u need based on my observation from this video is Duck n Cover, Parkour, probably u gonna need ECM Specialist n ECM Feedback (Aced) even tho the player in this video aren't using these 2, Nimble (Aced) + Crew Interaction Speed, that's all, and for the weapon is just The Judge, u may want to use CopyCat Perk Deck with full on 40% Crouching movement speed it's literally that simple, so from me... just keep on playing, keep training, don't forget to do some research on the wiki page n watch some video demonstrations n explanation for how certain skill work
